Over the past year, the Cuomo administration has been working on creating and implementing what’s known as an Olmstead Plan.

The goal is to improve the lives of people with disabilities by getting them out of state institutions and into more independent living situations.

This is something advocates have been waiting for more than a decade to see, and it’s in keeping with a 1999 US Supreme Court decision.
