This week, the state education department released the graduation rates for public high schools in New York.

Nearly 75% of students who began high school in 2009 received their diplomas. But the numbers are much lower among low-income and minority students and kids with disabilities.

However, those groups are performing better in charter schools than in traditional public schools.

Bill Phillips of the Northeastern Charter Schools Network sat down with to discuss the numbers.
