flanaganSenate Majority Leader John Flanagan will deliver the official Republican response to Gov. Andrew Cuomo’s State of the State and budget address on Wendesday, a GOP conference spokesman said.

This is Flanagan’s first full year as the top leader in the Senate, having been elected to the post in May following the arrest of Sen. Dean Skelos on corruption charges. Skelos later surrendered his seat following his conviction last month.

Flanagan, the former Education Committee chairman, is expected this year to push for a full restoration of the education cuts made under the gap elimination adjustment.

The Suffolk County lawmaker has his work cut out for him in the new year: The Republican conference holds a narrow majority in the chamber, and faces a potentially difficult special election to fill the seat in Nassau County vacated by Skelos.

Since becoming leader, Flanagan has sought to fill key posts in the chamber with upstate lawmakers. Sen. John DeFrancisco, who challenged him for the majority leader post in May, became deputy leader. Western New York Sen. Cathy Young, meanwhile, last week was named the chairwoman of the Senate Finance Committee.
